Class Code 27586: Airport Planner<br><br><strong>Transfer job postings are for County of Sacramento employees only.<br>In order to be qualified for a transfer:</strong><br>1. You must meet the Minimum Qualifications of the new job.<br>2. The difference between the top salary steps (the highest pay rate within the range of pay) of your current job class and the job class that you intend to transfer into, must be less than 5%.<br><br>There are three different transfer types that you may qualify for: interdepartmental transfer, interclass transfer, and voluntary demotion. These different transfer types are defined as:<ul><li><strong>Interdepartmental transfer</strong> - a transfer in the same class from one County department to another.<li><strong>Interclass transfer</strong> - a transfer from one job class to a different job class. In addition, the difference between the top salary steps (the highest pay rate within the range of pay) of your current job class and the job class that you intend to transfer into, must be less than 5%.<li><strong>Voluntary demotion</strong> - a transfer into a job class that pays less than 95% of your current class salary.</ul>If you are requesting an interclass transfer or voluntary demotion, either action is a change in class. Whether the change is a transfer or a demotion depends upon the difference between the maximum salary rates of the requested and incumbent classes. Personnel Ordinance, Section 2.78.294, or the applicable labor agreement sets the criteria for determining the maximum difference allowed. Personnel Ordinance, Section 2.78.228 defines demotion.<br><br>The Airport Planner classifications have the responsibility to develop or direct the development of comprehensive plans and programs for utilization of land and physical facilities by the Department of Airports; and to ensure that objectives and goals specified for such plans and programs are accomplished in accordance with prescribed priorities, time limitations, and funding conditions.<br><br>The Airport Planner is the full performance, or journey, level in this series. Incumbents in these positions perform professional planning work in identifying, analyzing, evaluating, and recommending issues involved in airport development and improvements.<strong>Knowledge of</strong><ul><li>Principles, practices and techniques of airport planning and local, state and federal laws and regulations relating to airport development and operation<li>Trends and statistics affecting airport planning<li>Architectural design, drafting and detailing; construction and building materials</ul><strong>Ability to</strong><ul><li>Collect, analyze, interpret, and evaluate data relating to planning for airport development and airspace capacity<li>Communicate effectively in writing and orally with private and public officials and consultants<li>Prepare comprehensive reports and presentations on airport planning issues</ul><strong>Minimum Qualifications</strong><br><br><strong>Either:</strong>1. Two years experience in the class of Airport Technical Assistant in Sacramento County service.<br><br><strong>Or:</strong> 2. Four years experience in airport or transportation planning.<br><br><strong>Note:</strong> Education from an accredited college or university with major course work in transportation management, urban and regional planning, civil engineering, architectural or environmental design, or in a field directly related to the Knowledge and Abilities above, may be substituted for the required experience on a year-for-year basis up to a maximum of two years; 30 semester units (45 quarter units) equal one year of experience.<br><br><strong>Note:</strong> The word "experience" referenced in the minimum qualifications means full-time paid experience unless the minimum qualification states that volunteer experience is acceptable.  Part-time paid experience may be accumulated and pro-rated to meet the total experience requirements.<br><br><strong>Note:</strong> If the minimum qualifications include an educational or certificate/license requirement, applicants must submit proof of requirements with the application.
