APD CODE ENFORCEMENT OFFICER

POSITION SUMMARY Under general supervision, performs daily work assignments for the Code Enforcement Division of the Alamogordo Police Department in accordance with the Employee Manual, Department Rules and Regulations, City of Alamogordo Ordinances, and any applicable State or Federal authority. RECRUITMENT QUALIFICATIONS Required: * High school diploma or GED equivalent; * Two (2) years of experience with the enforcement of ordinances and/or laws; or two (2) years of experience conducting building and/or property inspections; * One (1) year of work experience that demonstrates the ability to meet and deal effectively with the public; * Valid New Mexico Driver's License with a driving record acceptable to the City of Alamogordo (valid out-of-state license may be considered); * Or any equivalent combination of education, experience, and training which provides the required knowledge, skills, and abilities. Desired: * Code Enforcement Officer certification (CCEO) issued by a preferred provider such as the American Association of Code Enforcement (AACE) recognized by the International Code Council (ICC). PRIMARY DUTIES AND RESPONSIBILITIES Essential Duties * Enforces City of Alamogordo ordinances and codes necessary for the health and good order of the community; performs a variety of routine and complex work in the interpretation and enforcement of same; * Patrols and inspects an assigned area to monitor for violations of City ordinances; * Responds to reports or complaints of potential code violations; * Conducts field investigations of potential violations by gathering evidence and interviewing complainants, witnesses, and suspects; determines facts and applicable code requirements; issues warnings, correction notices, and/or citations based on investigation findings; * May suspend work-in-progress for violations of zoning and building codes with the approval of the Code Enforcement Manager or designee; * Meets with owners and/or tenants to review and explain code requirements and violations or potential violations; secures code compliance; * Drafts and distributes a variety of correspondence, memoranda, notices, flyers, brochures, media releases, and reports relating to code enforcement issues and actions; * Responds to requests from various sources for information or assistance in code enforcement-related matters under the division's responsibility; * Maintains a variety of logs and records related to inspection and enforcement activities; prepares recommendations for amendments and additions to codes or regulations which relate to the position; * Coordinates with other departmental and agency personnel to assist in determining violations, such as the police department, the City's legal staff, and the Construction Industries Division of the New Mexico Regulation and Licensing Department, as needed; * Prepares detailed reports of activities and investigations conducted; consults with legal staff and prepares case reports for court action; * Assists in obtaining, enhancing, preparing, or presenting exhibits or other evidence in court as required; * Reviews cases being prepared for trial with emphasis on the evidentiary and legal issues crucial to successful prosecution; testifies in court; * Ensures that office workspace, vehicle, and equipment are clean, safe, and in good working order; promptly reports the need for supplies and/or vehicle and equipment maintenance to the manager; * May provide on-the-job training to less experienced employees, as assigned; * Safely operates a City vehicle; * Contributes to a high-quality work culture through participation in training and mentoring to develop skills, including safety-related training and skills; * Interacts professionally and provides excellent customer service to all levels of City staff and citizens to ensure high operational and service standards; and * Performs duties in accordance with the Employee Manual, Department Rules and Regulations, City of Alamogordo Ordinances, and any applicable State or Federal authority. OTHER IMPORTANT DUTIES * Must maintain required license(s); * Non-traditional work hours may be necessary during evenings, weekends, and on holidays; * Occasional travel for training may be required; * Maintains the confidentiality of information obtained during the performance of duties; and * Performs such other duties as may be assigned.
